A percentage is incomplete until the quantity is named
NIST describes the percent symbol as the number 0.01. That definition explains the scaling but not the real-world quantity. Fifteen percent of a price, fifteen percent of voters, a fifteen-percent concentration, and a fifteen-percent return can require different source data, units, and safeguards even though each begins with 0.15. Write the quantity beside the number instead of attaching meaning to the percent sign itself.
The denominator deserves special attention because it defines the whole or baseline. If 18 of 60 responses are complete, 18 is the part and 60 is the whole, so the result is 30%. Reversing those values produces a valid division but answers no sensible completion question. Match the unknown to the equation family
- Find the part
When the whole and rate are known, multiply whole × rate ÷ 100. A 12% share of 250 is 30. Preserve the whole's unit in the answer.
- Find the rate
When the part and whole are known, divide part by whole and multiply by 100. A zero whole cannot supply a finite comparison base and must be rejected.
- Recover the whole
When a part represents a known percentage, divide the part by rate ÷ 100. If 24 is 15% of the whole, the whole is 160, provided the rate is not zero.
- Reverse an applied change
A final value after a 20% increase equals 1.20 times the original; divide by 1.20 to recover it. Reversing a decrease uses 1 minus the rate and fails at a complete 100% decrease because no unique positive original remains.
Change, difference, and percentage points answer different questions
Directional percentage change
Use (new − original) ÷ original × 100 when one value is explicitly the starting point. Moving from 40 to 50 is a 25% increase; reversing the order is a 20% decrease because the denominator changed.
Symmetric percentage difference
Use the absolute gap divided by the pair's average when the two values have equal status, such as two independent measurements. Swapping their order should not change this result.
Percentage-point movement
A rate rising from 20% to 25% moves by 5 percentage points but increases by 25% relative to its original 20% level. State which measure you are reporting.

Document the source population and rounding boundary
A precise percentage can still be misleading when the numerator and denominator were collected from different periods, populations, definitions, or units. Before comparing two rates, check eligibility rules, missing observations, whether totals are weighted, and whether one percentage was already rounded. The calculator cannot recover those details from two numbers.
Keep unrounded values through the calculation and round the final report once. If a policy says 9.95% rounds to one decimal place, record both the unrounded result and the rule. PCT on this page is only a common abbreviation for percentage; it does not mean percentile rank, a laboratory concentration protocol, or a predictive statistic.
